The DoD Other Transactions Guide is the department’s principal how-to reference for structuring and administering other transactions. Issued by OUSD(A&S) Defense Pricing and Contracting (DPC), it walks agreements officers through market research, solicitation, negotiation, cost principles, intellectual-property and data-rights considerations, and post-award management for both research (§ 4021) and prototype (§ 4022) OTs.
The guide is non-binding guidance, not regulation — OTs remain exempt from the FAR — but it is the most widely used practitioner reference. The current edition is dated July 2023, with a Section 508 accessibility re-release in July 2025.
