Summary
Authorizes the Commandant of the Coast Guard to enter into transactions other than contracts, cooperative agreements, and grants to carry out basic, applied, and advanced research, and to agree with DoD officials to participate in prototype projects and follow-on production under the DoD prototype OT authority.
