Summary
A USD(A&S) memorandum dated August 27, 2025 updating Other Transaction (OT) agreement approval authorities and dollar thresholds for prototype projects and follow-on production under 10 U.S.C. 4022. It rescinds and replaces the November 20, 2018 delegation memo, reflecting amendments made by the FY 2025 NDAA (Pub. L. 118-31) and the preference for OT authority articulated in Executive Order 14265 (Modernizing Defense Acquisitions), and sets tiered approval authorities (up to $100M, $100M-$500M, over $500M) for the Military Departments, CCMDs, Defense Agencies/Field Activities, and DARPA/DIU/MDA.
