Summary
A USD(A&S) memorandum (signed by Acting Principal Director Kim Herrington) transmitting an attached April 5, 2020 memorandum (signed by Ellen M. Lord) that temporarily changed the delegation of approval authority for Other Transactions for prototype projects under 10 U.S.C. 2371b in response to COVID-19. Acting under Section 13006 of the CARES Act (Pub. L. 116, H.R. 748), it delegated approval authority to Defense Agency/Field Activity directors, combatant command commanders, and the DIU Director for actions over $100M, and to Military Department SPEs and the DARPA/MDA directors for actions over $500M, and relaxed the 30-day advance congressional notification requirement. The changes were to remain in effect until the COVID-19 national emergency declaration was rescinded. Relevant to OT prototype approval-authority delegation.
