A Government Accountability Office report to congressional committees (GAO-22-105357, September 2022), 'Other Transaction Agreements: DOD Can Improve Planning for Consortia Awards.' It finds that DoD obligated over $24 billion on consortia-based OTA prototyping efforts from FY2019 through FY2021 (nearly two-thirds of prototype OTA dollars, including COVID-19 vaccine development) but lacked a systematic approach to track consortium awards and shared limited planning information with contracting personnel. GAO makes six recommendations, including developing a systematic tracking approach and collecting and sharing lessons learned on consortia-based OTAs.
