Summary
Statutory text of Section 819 of the FY2020 NDAA, which amends Section 873 of the FY2019 (John S. McCain) NDAA (10 U.S.C. 2371 note) governing data availability and reporting on DoD use of other transaction authority for prototype projects. It requires the data collected to be made accessible to designated officials and requires the Secretary of Defense to submit an annual Report to Congress (through December 31, 2023) summarizing prototype OT use, including participants, quantity of prototypes, payments, purpose/description/status, and case examples of successes and challenges. It is a reporting-requirement statute for prototype OTs.
