Summary

DoD Inspector General audit report D-2000-065, 'Costs Charged to Other Transactions' (December 27, 1999), a joint IG/DCAA review and the first examination of contractor costs charged to OTs in the authority's first decade. Covering 302 research and prototype OTs issued from October 1989 to October 1998 (about $7 billion total value), it found the financial and cost management of OTs needed improvement, including $83.4 million in questioned research cost-share (improperly accepted prior IR&D, government-funded research, and duplicative depreciation), understated federal cost due to IR&D indirect charging, and inconsistent contractor cost-share accounting. It recommends DoD issue OT guidance on cost share, access-to-records clauses, DCAA roles, and overhead rates.
