Summary
A DoD Inspector General audit report (Report No. DODIG-2022-073, March 21, 2022), "Audit of DoD Hotline Allegations Concerning the DoD Ordnance Technology Consortium Award Process." Prompted by a hotline complaint, it examined whether Army contracting and DoD Ordnance Technology Consortium (DOTC) Program Office personnel awarded other transactions for prototype projects (with the National Armaments Consortium) in accordance with law and DoD policy and used competitive procedures to the maximum extent practicable. It found the awards complied with the U.S. Code but identified deficiencies in evaluator tracking, source-selection documentation, and controls, with cost growth of at least $33.4 million, and made five recommendations that management agreed to.
