A June 2016 Naval Postgraduate School joint applied project (master's-level analysis) by Catherine L. Stevens, 'An Analysis of the Department of Defense's Use of Other Transaction Authority (10 U.S.C. 2371).' Drawing on GAO and DoD IG reports, CRS and RAND studies, congressional testimony, and interviews with three OT subject-matter experts, it examines DoD's historical and current use of OT authority (noting the FY2016 NDAA made the prototype OT authority permanent) and argues OTs give DoD flexibility to engage commercial firms outside traditional procurement for R&D and innovation.
