DoD Inspector General audit report DODIG-2022-127, "Audit of DoD Other Transactions and the Use of Nontraditional Contractors and Resource Sharing," dated September 8, 2022. The audit examined whether DoD awarded prototype OTs in accordance with applicable law and policy; reviewing 34 prototype OT awards valued at $5.0 billion, it found that agreement officers did not always verify nontraditional defense contractor (NDC) status, validate significant NDC participation, or properly approve pre-award costs and resource-share contributions, and it identified $800,000 in questioned costs (later resolved). It recommends that Defense Pricing and Contracting require NDC-status verification and strengthen resource-sharing documentation guidance.
