Summary
DoD Inspector General Management Advisory Report No. DODIG-2022-094 (May 11, 2022), addressed to the Principal Director, Defense Pricing and Contracting, on the lack of policies and procedures for tracking follow-on production Other Transaction agreements and for tracking and awarding OTs under 10 U.S.C. 2373 (now 4004) for experimental purposes. Arising from a broader audit of DoD OTs and nontraditional contractors, it finds that these gaps led to Congress receiving inaccurate prototype OT numbers and limited visibility into what the OTs fund, and contains recommendations (one resolved, one unresolved). It is directly relevant to follow-on production and experimental-purposes OT oversight.
