Summary
A USD(A&S) memorandum (dated March 19, 2019, signed context tied to Ellen M. Lord) establishing the standard reporting format for DoD use of Other Transactions for prototype projects for FY2018, implementing Section 873 of the FY19 NDAA (Pub. L. 115-232).
