Summary
Authorizes the Secretary of Defense and the service secretaries to buy demonstrations, prototypes, products, supplies, parts, and design services considered necessary for experimental or test purposes in developing the best supplies for the national defense. Such purchases may be made or modified inside or outside the United States.
