Directs the Secretary of Defense, in consultation with Commerce, Energy, DHS, and the DNI, to establish a public-private partnership incentivizing consortia of companies to advance microelectronics (CHIPS). The department carries this out using other-transaction authority pursuant to 10 U.S.C. § 2371.
