Summary

A DoD memorandum from the Under Secretary of Defense for Acquisition and Sustainment (Ellen M. Lord, dated November 20, 2018), "Authority for Use of Other Transactions for Prototype Projects Under 10 U.S.C. 2371b." It designates the Components authorized to execute prototype and follow-on production OTs, rescinds and replaces the March 10, 2016 authority to expand approval authority and raise dollar thresholds, and sets approval authorities and thresholds by transaction value (with non-delegable approval above $100 million, written USD determinations, and 30-day congressional notification), while establishing data collection and FPDS-NG reporting requirements per Section 873 of the FY19 NDAA.
