It examines DoD's competitive, merit-based process for selecting and awarding Rapid Innovation Program (RIP) projects (established under the FY11 NDAA, largely to small businesses), practices for managing execution, and the extent to which RIP is transitioning innovative technologies into acquisition programs. GAO found some successful transitions but concluded it was too early to judge overall results and recommended a program transition goal and identification of success factors.
