GAO report GAO-21-8, 'Army Modernization: Army Should Improve Use of Alternative Agreements and Approaches by Enhancing Oversight and Communication of Lessons Learned' (October 2020), a report to congressional requesters examining the Army's use, oversight, and lessons-learned practices for non-FAR alternative agreements and approaches supporting weapon-systems modernization. It finds that other transactions for prototype projects drove the recent expansion in alternative-agreement use, that Army Futures Command has not regularly analyzed agreement-use trends, and that organizations lack consistent lessons-learned practices; GAO makes six recommendations, all concurred in by the Army. It is a reference on OT oversight, and it also touches on statutory authorities for Army prize competitions.
