Prompted by a September 2022 DoD IG audit finding that AOs did not always verify NDC status, and reflecting DoD OT Guide v2.0 (July 2023), it walks through building an FPDS 'Award/IDV Information Report' in SAM.gov to confirm the entity had no CAS-covered DoD contracts in the 12 months before solicitation, per the 10 U.S.C. 3014 NDC definition. It is a practical compliance tool for documenting NDC eligibility in the OT file.
