Summary
A USD(A&S) policy memorandum dated March 19, 2019 establishing a standard reporting format for DoD use of other transactions for prototype projects, covering FY2018 activity. It specifies the data elements required for each active OT (award value, appropriation, consortium, period of performance, obligations, follow-on production scope, etc.) via a prefilled Excel template drawn from FPDS. It reproduces, as an attachment, the November 20, 2018 authority memo designating the DoD components authorized to execute prototype and follow-on production OTs under 10 U.S.C. 2371b and setting the associated approval thresholds.
