DoD Inspector General audit report DODIG-2021-077, 'Audit of Other Transactions Awarded Through Consortiums' (April 21, 2021), assessing whether DoD planned and executed consortium OTs in accordance with OT laws and regulations. Reviewing 13 base OT awards valued at $24.6 billion (active in FY2018-2019), it found DoD did not properly track consortium OTs in FPDS-NG, lacked guidance and training for competing awards and negotiating consortium management organization (CMO) fees, and did not adequately protect controlled information or require SAM registration/security vetting of consortium members. It recommends new policies, competition and documentation practices, approval-level clarity, protest processes, and DoD-level training for consortium OTs.
