DoD Inspector General Report No. DODIG-2022-127 (September 8, 2022), an audit of DoD Other Transactions and the use of nontraditional contractors and resource sharing. Reviewing 34 prototype OT awards valued at $5.0 billion, it found agreement officers awarded prototype OTs consistent with the U.S. Code but that additional policy is needed, because there is no requirement to verify nontraditional-contractor status, validate significant NDC participation, or (in resource-share awards) approve costs incurred before award.
