Summary
A DoD delegation memorandum, signed by the Deputy Under Secretary of Defense for Research and Engineering (David A. Honey), delegating authority to execute research other transaction agreements under 10 U.S.C. 4021 to the Directors of the Defense Agencies, Directors of Field Activities with contracting authority, Commanders of Combatant Commands with contracting authority, and the Director of the Defense Innovation Unit. It supplants prior delegations to Defense Agencies and Field Activities, notes the Military Departments and DARPA have their own statutory Research OT authorities, and directs the DoD Grants Policy Office to maintain a Research OT guide.
